Ammonia refrigeration systems are widespread in food processing facilities including meat processing plants, dairy facilities, cold storage warehouses, and beverage manufacturing. Ammonia is acutely toxic — concentrations above 300 ppm are immediately dangerous to life and health, and even low-level leaks at 25 ppm cause eye and respiratory tract irritation. Major ammonia releases have caused fatalities and mass evacuations at food processing facilities worldwide. The WHS Regulation 2025 requires comprehensive emergency planning for facilities with ammonia refrigeration systems above threshold quantities. This template maps controls to the binding Managing Risks of Hazardous Chemicals Code of Practice effective 1 July 2026.

Managing Risks of Hazardous Chemicals in the Workplace (binding 1 July 2026 under Section 26A)
Yes — effective 1 July 2026. Non-compliance is admissible as evidence of breach.
| Hazard | Consequence | Likelihood |
|---|---|---|
| Acute ammonia exposure from system leak or rupture | Chemical burns to lungs, pulmonary oedema, death | Unlikely |
| Chronic low-level ammonia exposure from minor leaks | Chronic respiratory disease, eye damage | Possible |
| Ammonia vapour cloud drift affecting surrounding community | Mass evacuation, public harm, regulatory prosecution | Rare |
| Frostbite from contact with liquid ammonia or cold system components | Severe tissue damage, amputation | Unlikely |
| Explosion from ammonia-air mixture in confined space | Fatal explosion, facility damage | Rare |
| Asphyxiation from ammonia displacing oxygen in enclosed machine rooms | Loss of consciousness, death | Unlikely |
Fatal incident at food processing facility where safety systems and procedures were inadequate.
