Water cart operations for haul road and processing area dust suppression are a critical silica dust control measure in surface mining but present their own significant hazards including rollover from high centre of gravity when loaded, interaction with haul trucks on shared road networks, and road surface deterioration from over-watering. Water carts operating on mine roads share traffic with haul trucks weighing over 200 tonnes, creating vehicle interaction risks that require the same traffic management controls as other mobile plant. The silica WEL reduction to 0.025 mg/m3 in December 2026 will increase the importance of effective dust suppression as a primary engineering control. A water cart operator was fatally injured when the vehicle rolled over on a curve of a mine haul road. The water cart was travelling above the posted speed limit and the road surface was deteriorated. The cart was not fitted with a rollover protection structure.
