JSEA Template — Job Safety and Environment Analysis

A Job Safety and Environment Analysis (JSEA) extends the standard JSA methodology to include environmental hazards and controls alongside safety hazards. The JSEA breaks a task into sequential steps and identifies both the safety hazards to workers and the potential environmental impacts at each step, with control measures documented for both categories.

This template is used in industries where environmental management is as critical as worker safety, including mining, oil and gas, construction near waterways or sensitive habitats, and industrial maintenance involving hazardous chemicals. Many major resource companies and government agencies require JSEAs rather than standard JSAs as part of their contractor management systems.

The template includes environmental impact categories such as soil contamination, water pollution, air emissions, noise impact on sensitive receptors, waste generation, and disturbance to flora and fauna. Control measures address both the safety controls for worker protection and the environmental controls for impact prevention.

A JSEA is required by many major Australian employers, particularly in the resources, energy, and infrastructure sectors, as part of their integrated safety and environmental management systems. While there is no specific legislative requirement for a JSEA document, the obligation to manage both WHS risks and environmental impacts means that an integrated assessment tool is the most efficient approach.

Organisations operating under ISO 14001 environmental management systems or integrated ISO 45001 and ISO 14001 systems typically use JSEAs as the standard task-level risk assessment tool. This ensures that environmental considerations are addressed at the task planning stage rather than as an afterthought.

JSEAs are commonly required for work near waterways, in national parks or conservation areas, on contaminated sites, in environmentally sensitive areas, and for any task involving hazardous chemicals that could result in environmental contamination.
