Emergency Evacuation Plan Template

This emergency evacuation plan template provides a comprehensive framework for planning and managing workplace evacuations. It covers evacuation procedures, warden roles and responsibilities, assembly point management, emergency communication, and drill planning. The template is compliant with WHS Regulation 2025 emergency plan requirements and references AS 3745.

What Is It?

An emergency evacuation plan is a documented set of procedures that describes how workers and other persons will be safely evacuated from a workplace in an emergency. The plan covers fire evacuation, chemical spill response, bomb threat response, natural disaster response, and any other emergency that may require building or site evacuation.

This template provides a comprehensive evacuation plan framework that addresses the planning, preparation, and execution of emergency evacuations. It includes the warden organisational structure with roles and responsibilities for Chief Wardens, Area Wardens, and Floor Wardens, the evacuation procedures for different emergency types, the communication systems and alert signals, the assembly point locations and management procedures, and the requirements for persons requiring assistance during evacuation.

The document covers both the evacuation plan itself and the supporting elements needed for effective emergency management including emergency contact directories, evacuation diagram requirements, drill planning and scheduling, and the training and competency requirements for wardens and other emergency response personnel.

When Is It Required?

An emergency plan is required under WHS Regulation 2025 Part 3.2 for all workplaces. The plan must provide for the safe evacuation of all persons at the workplace in an emergency and must be maintained, tested, and reviewed regularly. The emergency plan must be developed in consultation with workers and must be readily accessible to all persons at the workplace.

AS 3745 (Planning for emergencies in facilities) provides the detailed requirements for emergency planning in Australian workplaces, including the Emergency Control Organisation structure, warden training requirements, and evacuation exercise frequency. Compliance with AS 3745 is widely considered best practice and is required by many building classifications under the National Construction Code.

Evacuation drills must be conducted at least annually, and the results must be documented and reviewed. The plan must be reviewed after each drill, after any actual emergency, when the workplace layout changes, when new hazards are introduced, and when there are changes to the occupancy or use of the building.

How This Is Different

This evacuation plan template is authored by safety professionals who develop and test emergency evacuation plans for Australian workplaces. The template addresses the practical challenges of evacuation management that are absent from generic plans, including the management of persons requiring assistance, the coordination of partial versus full evacuation, and the interaction with emergency services on arrival. The template includes drill planning and observation tools that ensure evacuation exercises provide meaningful testing of the plan rather than being routine walk-throughs. The drill evaluation form assesses specific performance criteria including evacuation time, warden effectiveness, communication clarity, and assembly point management.

Frequently Asked Questions

How often must evacuation drills be conducted?

AS 3745 recommends evacuation exercises at least annually for most workplaces, with more frequent exercises for high-risk facilities. Some jurisdictions and building classifications require exercises every six months. The drill must test the full evacuation procedure and the performance of the Emergency Control Organisation.

Do I need trained wardens?

Yes. AS 3745 requires an Emergency Control Organisation with trained wardens appropriate to the size and complexity of the workplace. Wardens must be trained in their specific roles and responsibilities, evacuation procedures, use of fire equipment (for Chief Wardens), and the management of persons requiring assistance. Warden training must be refreshed regularly.

How do I manage persons requiring assistance in an evacuation?

The evacuation plan must include a register of persons who may require assistance during evacuation, a Personal Emergency Evacuation Plan (PEEP) for each person identified, and designated wardens or buddies trained to provide assistance. Assistance requirements may include mobility impairment, vision or hearing impairment, cognitive disability, and pregnancy.
